Context

ProRail’s ICT IVE cluster is responsible for key systems required for the European train control system ERTMS. However, the existing governance structure was no longer adequate due to increasing complexity, leading to risks in planning, cost control, and collaboration. QA Consulting was asked to advise on possible replacements and how governance could be further improved.

Approach

QA Consulting developed a concrete recommendation by conducting interviews with stakeholders and performing an in-depth analysis. The assessment covered the four areas of the cloverleaf model: Management & Organization, People & Culture, Processes & Procedures, and Tools & Technology. This systematic approach provided insight into roles, processes, dependencies, and collaboration, forming the basis for a substantiated improvement of the management structure.

Result

ProRail received a practical and widely supported action plan to enhance the management of the ICT IVE cluster, enabling better execution of ERTMS projects and fostering stronger, clearer collaboration within the organization.
