Context

Following the childcare benefits scandal and the “Unprecedented Injustice” report, the Ministry of Finance recognized the urgent need to structurally improve its information management and provision. A lack of oversight, slow information delivery to Parliament, limited transparency, and fragmented systems had led to serious issues. The change initiative ‘Informatie op Orde’ (‘Information in Order’) was launched to drive structural improvement in information management across the entire ministry. QA Consulting was asked to conduct an interim evaluation of the initiative’s success.

Approach

QA Consulting conducted a comprehensive evaluation based on research questions covering three themes: reflection, transition, and future outlook. Findings were structured using the cloverleaf model (Management & Organization, People & Culture, Processes & Procedures, and Tools & Technology) to assess and strengthen the effectiveness of the chosen approach. The evaluation was characterized by a learning-oriented methodology, an integrated perspective on governance, cultural change, and capacity issues, and explicit attention to sustainable embedding within the organization.

Result

The evaluation provided concrete, actionable recommendations to further realize the ambitions of openness, transparency, and structural information management.
