Context
Partners in the criminal justice chain collaborate on the investigation, prosecution, and adjudication of offenders, as well as the proper execution of sentences. Each partner operates from their own role and authority within the rule of law, working together to enhance the performance of the criminal justice chain and better serve society. Within the Digitalization Program for the Criminal Justice Chain (PDSK, 2019–2022), efforts were made to establish a sustainable information system for effectively organized, digitized criminal proceedings. Given the complexity of this program and the large number of stakeholders involved, QA Consulting was asked to fulfill the independent Quality Assurance role.
Approach
QA Consulting worked with a quality framework that specified the conditions under which funds would be allocated, released, and project closure granted. In simple terms: doing the right things and doing things right. The quality framework consisted of 25 criteria—13 chain-specific criteria and 12 criteria in line with the BIT assessment framework. The framework also distinguished between small, medium, and large projects, to ensure that the required effort was proportionate to the project size.
Result
The Digitalization Program for the Criminal Justice Chain (PDSK, 2019–2022) achieved significant progress in the digitalization of the criminal justice chain. Information exchange between chain partners has greatly improved in recent years, and joint efforts on information management challenges within the chain have been strengthened.
