Context
DICTU is one of the largest IT service providers within the Dutch central government, with over 1,600 dedicated professionals working on critical IT systems. DICTU primarily supports the ministries EZK and LNV, including their executive agencies. The objective was to achieve structural cost savings through the initiation and execution of cost-saving, improvement, and change projects, as well as embedding the required changes within the line organization. QA Consulting was asked to guide these initiatives.
Approach
QA Consulting applied a phased approach: 1. Inventory: Gathered input from the line organization and initiated improvement, change, and cost-saving initiatives from the program. 2. Analysis: Conducted cause-effect and cost-benefit analyses, prioritized initiatives, and composed a portfolio of improvement, change, and cost-saving projects. 3. Governance: Provided realistic estimates of costs, required capacity, timelines, and savings potential. 4. Control: Identified risks, complications, and consequences. 5. Communication: Actively communicated the vision and objectives of the program in line with the business strategy.
Result
This approach enabled DICTU to gain insight into where savings were possible, what actions were required from the line organization, and where the greatest added value could be achieved.
