Context
UWV is responsible for administering employee insurance schemes such as WW, WAO, WIA, the Sickness Benefits Act, as well as Wajong, the Supplementary Benefits Act, and the WAZ. In early 2022, UWV defined a new sourcing strategy that involved a major restructuring of office automation, workplace, network, and telephony services. Before implementing this restructuring, UWV wanted to understand the financial implications. QA Consulting was asked to conduct this analysis.
Approach
QA Consulting performed a detailed benchmark of the services in scope, providing insight into potential savings on operational (“run”) costs. Additionally, a root-cause analysis was conducted for components that were not in line with market standards, including recommendations for improvement.
Result
The project delivered a business case that serves as the foundation for various upcoming procurements. The business case also includes an estimate of one-off transition costs required to realize the intended restructuring of workplace and telephony services.
